La Junta lanza un acuerdo marco de 35 millones de euros para controlar la calidad de su software

The counselor of the Presidency, Interior, Social Dialogue, and Administrative Simplification, Antonio Sanz, has announced the tender of a framework agreement for 35 million euros (excluding VAT) for the contracting of services for software quality assurance and control in the different areas of the Junta of Andalucía in the next two years (extendable for another two). The services to be provided by the winning companies under this framework agreement are those corresponding to the standard service catalog included in the Software Quality Model approved at the Andalucía Digital Agency (ADA) on October 21st.

Antonio Sanz has emphasized that this framework agreement «will rationalize the contracting of the ADA regarding software quality assurance and control services,» while «improving the quality of digital services we offer to citizens and businesses.» This initiative joins the recent framework agreement for 930 million euros for the contracting of development and evolution services for information systems in the different areas of the Junta de Andalucía, an agreement that makes the Junta the Spanish administration that allocates the most funds to software development.

Since its creation in 2021, the Andalucía Digital Agency has been working to integrate and rationalize the ICT services of the Junta, seeking greater efficiency, sustainability, and quality in the provision of digital services. This framework agreement responds to the need to unify and consolidate the provision of software quality services, based on a single general software quality plan, identical policies, and a single catalog of standard services to be offered by all Software Quality Offices.

«The Administration of the Junta de Andalucía is aware of the benefits that come with the implementation of a technical rationalization system for contracting, such as uniformity, simplification of procedures, or better use of budgetary resources; hence, this framework agreement serves as a tool to achieve the standardization of software quality service provision and its cost,» emphasized the counselor.

The main objectives of the framework agreement are to address the needs of the Junta, achieve greater competition in contracting, and maintain competition among providers during its validity.

For the development of this framework agreement, the Software Quality Model approved at the Andalucía Digital Agency on October 21st has been taken as a basis, which is undergoing continuous improvement after its implementation experience in the different Quality Offices. Its objectives are to define the services, processes, requirements, and corporate standard tools for software quality management, promote that software quality reviews reach all the Agency’s systems, and favor the integration of quality assurance throughout the development cycle, maximizing automation, as well as establishing the foundations for the unified measurement and evaluation of software quality of the ADA systems.
