La Junta ultima la nueva convocatoria de complementos para docentes e investigadores universitarios

The Ministry of University, Research, and Innovation has announced that the Andalusian government is finalizing the regulations that will govern the 2025 call for regional supplements for university teachers and researchers (PDI). This information was shared with the General Negotiation Board of Public Universities, which was also informed about the extraordinary funding agreement for 2025.

The General Board meeting was attended by the rectors of public academic institutions and representatives of CCOO, UGT, and CSIF. This body serves as the framework for relations between the regional administration, universities, and the most representative trade unions of Teaching and Research Staff (PDI) and Administrative and Services Staff (PAS).

The regional supplements are an additional economic remuneration to the salary of this university staff, linked to their activities in teaching, R&D, knowledge transfer and exchange, innovation, and management. The Ministry of University, along with university representatives and unions, began work on this new call earlier this year to incorporate inputs from all parties for improvement.

On another note, the Secretary General of Universities, Ramón Herrera, provided details of the extraordinary funding agreement for 2025 signed in March between the Andalusian government and the rectors of public universities. This agreement sets a funding amount of around 21 million, equivalent to the cost of implementing the agreements from the General Negotiation Board of Andalusian Public Universities in June 2024. At that meeting, support was given for the payment of regional supplements for Teaching and Research Staff as well as commitments to Technical Management and Administrative Staff (PTGAS).

The Ministry of University emphasized that this new agreement «provides certainty to the university system and demonstrates the commitment of the Juanma Moreno government to the quality and continuous improvement of higher education in Andalusia.»

Under this agreement, the universities will receive an amount equivalent to the cost of implementing the regional supplements for PDI granted in the 2024 call, adjusted to effective tranches.

Also included in the agreement is the transfer corresponding to the first annual payment of the Horizontal Career of PTGAS, once it has been evaluated and quantified. This amount will be supplemented in the following years (2026 and 2027) to cover the amounts accrued from the implementation of the agreements for 2024.

Regarding the remaining issues raised by the rectors affecting the university system, the agreement stipulates that they should be addressed in a technical working committee established for this purpose. This body must be formed and reach an agreement during the first semester of the year, aiming to resolve these issues for the remaining period of the university financing model, in effect until 2027.

In any case, the Ministry of University has explained that the final calculation of the extraordinary funding for 2025 will be audited and verified by the Departments of Economy, Finance and European Funds, and University, Research, and Innovation, following the agreed method to determine the natural growth of the public university staff.
