The Minister of the Presidency, Interior, Social Dialogue, and Administrative Simplification, Antonio Sanz, highlighted during his appearance on Wednesday in the Andalusian Parliament that the Junta has allocated 829 million euros for digital transformation through the Andalusian Digital Agency (ADA) in just three years, emphasizing that «more than 80 percent of the 1,000 million euros that we committed to investing before 2027 have already been put into motion«.
Antonio Sanz emphasized that «Andalusia is fulfilling its commitment to digital transformation, laying the groundwork for a more connected, efficient, and secure future for all its citizens».
The investment has materialized in strategies such as the Andalusian Cybersecurity Strategy 2022-2025, the Andalusian Digital Training Plan 2022-2025, the Andalusian Artificial Intelligence Strategy 2030, the Audiovisual and Digital Content Creation Strategy, the Digital Entrepreneurship and SME Digital Transformation Strategy, and the Andalusian Cloud Strategy 2030. These will soon be joined by the Andalusian Digital Administration Strategy, the First Plan to Boost Digital Infrastructures in Andalusia, and the Andalusian Microelectronics Strategy.
Digital transformation in Andalusia is based on a solid social and economic foundation. The Andalusian Digital Training Plan 2022-2025, with a budget of 210 million euros, has trained 391,000 people through 8,875 actions, promoting a more connected and competent society. The investment of 42.5 million euros in the Vuela Points Network has enabled the transformation of 389 centers, with the expectation that all of the more than 750 centers will be modernized by the end of this year.
In the economic sphere, the approval of the Digital Entrepreneurship and SME Digital Transformation Strategy 2030 aims to promote regional growth and renew the production model. The Junta de Andalucía, in collaboration with the Industrial Organization School (EOI), has launched eleven technological nodes with an investment of 30 million euros. These strategic spaces, located in various Andalusian provinces (Cádiz, Córdoba, Granada, Huelva, Jerez, Jaén, Linares, Vélez-Málaga, Utrera, and Puente Genil, in addition to a virtual node), offer specialized and tailored training to meet the needs of the business sector.
Likewise, the program of aids for the digital transformation of SMEs has benefited 371 Andalusian companies with an execution of 2,380,127 euros. The Andalusia Open Future accelerator, resulting from the collaboration between the Junta de Andalucía and Telefónica, has supported nearly 250 startups from its headquarters in Sevilla, Almería, Córdoba, and Málaga. The Andalusian Strategy for Audiovisual Creation and Digital Content continues to work on consolidating the Andalusian audiovisual sector as a national and international reference, supporting its adaptation to the new digital context.
The Minister of the Presidency emphasized that «the digitalization of sectorial public services is a fundamental pillar in the Junta de Andalucía’s strategy». Since the creation of the ADA, more than 180 new projects on information systems of the Ministries and agencies have been promoted, with more than 50 based on disruptive technologies, closing 2024 with 36 new technological projects and with 89 new ones in 2025.
Highlighted examples include the Comprehensive Platform for Emergency Management 112 Andalucía (PIGEA), with an investment of 16.5 million euros, the new Andalucía Labor Intermediation System (SILA), with 6.5 million euros, and the Andalusian Digital Agricultural Management Platform, with an investment of 8 million euros.
Regarding the Advanced Digital Administration, the robotization has expedited the processing of over 2.8 million records in 83 projects of eleven Ministries since 2022, digitally processing four million documents and reclaiming over 750,000 hours of work for tasks of higher added value.
The new Citizen Folder, introduced in June 2024, has significantly improved the user experience, nearly doubling the number of accesses from mobile devices, rising from 548,593 in 2023 to almost a million in 2024. More than 1.9 million Andalusians have utilized this tool that has increased the number of procedures, consultable data sources, cards, and downloadable certificates.
The use of Bandeja for electronic communications has experienced a 223 percent growth since the end of 2021, rising from 1.3 million to 4.32 million managed communications. Additionally, data interoperability through the Paper Support Certificates Suppression System (SCSP) has prevented the submission of over 22 million documents in 2024, 51 percent more than in 2021.
Antonio Sanz also highlighted two new tools «that are allowing us to improve the work of the Junta’s staff and the service provided to citizens by reducing processing times, such as the new Junta de Andalucía Corporate Expedite Processor (TEJA) and PLANTA, a collaborative tool based on open-source software for project and task management that will help us improve work organization, planning, monitoring, and task management.» Moreover, he emphasized the development of 65 use cases in artificial intelligence across all Ministries, with an investment of 36 million euros.
Regarding cybersecurity, the Minister stressed that «the Junta de Andalucía has made an unprecedented investment, allocating more than 40 million euros out of the projected 74 million until 2026«. The upcoming Andalusian Cybersecurity Agency, based in Málaga, will consolidate the regional leadership in this field, joining the Security Operations Center (SOC), located in the Andalusian Cybersecurity Center also in Málaga. A Center that thwarted 11,200 cyberattacks in 2024, 44 percent more than in 2023, with an ongoing investment of 12 million euros to enhance its services serving over 120 affiliated entities.
Moreover, the ADA formalized Spain’s largest contract for an endpoint incident detection and response solution, with an investment of 18 million euros, aiming to secure the equipment of the Junta de Andalucía professionals.
In the realm of sustainable digital infrastructures, the launch of the new Andalusian Junta’s Corporate Telecommunications Network (RCJAv5), with an investment of 193 million euros, positions the Andalusian network as one of the most advanced in Europe. This initiative will result in a 24 percent savings in telecommunications expenses, over 45 million euros in four years. Additionally, the Andalucía Vuela wifi network, the largest in Europe (65 million euros), and the Digital Emergencies Network (27 million euros), the broadest in Europe, establish Andalusia as one of the European regions with top-tier telecommunications networks.
Antonio Sanz emphasized that «it is no surprise that Andalusia has become a global benchmark in digitalization thanks to events that have brought together over 90,000 attendees». Among these events, he highlighted the Andalusia Cybersecurity Congress, with three editions; the Andalusia Artificial Intelligence Congress, two editions with the upcoming one in November 2025; the Digital Enterprise Show, four editions; and Talent Land, whose inaugural edition took place in July 2024.
