Fomento de la innovación y supervivencia empresarial mediante el Sistema Andaluz para Emprender

The Ministry of University, Research, and Innovation has initiated the administrative procedures that will allow the creation and implementation of the Andalusian System for Entrepreneurship, which will coordinate all entities, activities, and services related to business development and entrepreneurship pathways. This system aims to create an organized environment, both physical and digital, where various agents, including scientific and business parks, entrepreneurial communities, investors, potential entrepreneurs, public administrations, universities, and social and economic agents, can collaborate in a coordinated manner to strengthen support for entrepreneurial activities. This tool will establish a structured path that companies can follow, regardless of their stage of development, to increase their survival.

Until April 21st, the public consultation will be open to provide suggestions on the draft decree that will develop the regulations governing the classification, accreditation, and registration of the agents that will form the Andalusian System for Entrepreneurship. These contributions can be made via email at participa.cuii@juntadeandalucia.es. To facilitate this process, the Ministry of University has posted on the Junta de Andalucía website the resolution with information about this document. After this period, the Ministry of University will analyze the proposals put forward by the general public and the main representatives in this field, and will take them into account, if necessary, during the drafting phase of the regulations.

The Andalusian System for Entrepreneurship, included in the General Entrepreneurship Plan of Andalusia, encompasses all public and private entities, resources, and structures that interact to promote the fostering, generation, development, and shared knowledge of entrepreneurial initiatives in Andalusia. The agents involved are defined as individuals, institutions, organisms, or entities that use services, structures, or resources to intervene in these processes, contributing to creating an environment that facilitates entrepreneurship in the community. The new text will classify these agents into two main categories based on their legal nature and activities. The first category includes public administrations, business organizations, universities, networks, support structures, or associations that improve conditions for entrepreneurship, as well as funding and investment agents. The second category will bring together entities involved in raising awareness, support, and the generation of innovative initiatives or the development of networks and infrastructures, financing, training, and internationalization.

In addition to this classification, the regulations will also outline the procedure for accrediting and registering these actors, where the Ministry of University will verify certain economic, organizational, and experience requirements related to entrepreneurship, taking into account the different types of agents.

Furthermore, the Andalusian System for Entrepreneurship will establish a catalog of resources and services available to entrepreneurial initiatives, which can be provided by the various actors affiliated with this tool.
