El Plan de emergencia del GP de Jerez será el más tecnológico de su historia

The counselor of the Presidency, Interior, Social Dialogue, and Administrative Simplification of the Junta, Antonio Sanz, chaired along with the central Government delegate in the province of Cádiz, Blanca Flores, and the mayor of Jerez de la Frontera, María José García Pelayo, the Advisory Committee of the Territorial Emergency Plan of Civil Protection, the operational responsible for risk prevention and ensuring response to emergencies during the Spanish Motorcycle Grand Prix in Jerez. «We have the latest technology, we can say that it is the most technological Grand Prix in history to facilitate the work of professionals,» he emphasized after mentioning that a new system, Galgus, will be used for flow control and counts at the circuit, along with the Andalusian Digital Emergency Radio Network (REJA) which will be fully operational this year, as well as other systems like the Es-Alert for mass alerts and new satellite cameras.

Antonio Sanz explained that the operation will be activated between Friday, April 25 and Sunday, April 27 to ensure the development of «the biggest sporting event of the year in the province of Cádiz and in Andalusia», highlighting the good coordination among all administrations for the benefit of the thousands of fans who come to the Angel Nieto circuit every year.

The meeting served to verify that everything is ready for the celebration. «We have greased the engine of this device for large concentrations to have it ready for what will be its twentieth edition, where the Andalusian Emergency Agency (EMA) is leading the operations this year,» detailed Antonio Sanz.

The Presidency counselor also outlined the main novelties of the deployment, including the Galgus system, «which uses intelligent wifi technology for flow control and counts at the circuit, providing security and adapting the response and healthcare needs to the reality of each moment and place,» also specifying that 11 wireless access points have been installed to facilitate data management and processing.

For the first time in the Grand Prix, the new Andalusian Digital Emergency Radio Network (REJA) is already fully operational and functional at the circuit. A repeater and a REJA dispatch have been installed at the Advanced Command Post (PMA), located on the service road after the Michelin corner.

This PMA will be unified with the Civil Guard, the General Traffic Directorate, Local Police, Red Cross, or healthcare professionals, among others. Additionally, in this edition, five new satellite cameras have been installed, where previously radio links were used, optimizing the quality of the images, which can be viewed on the high-brightness screens that were introduced last year and will be installed again at the PMA.

Thus, the security device will have nine cameras, five of them satellite, to monitor what happens on the Jerez track and in its surroundings, in addition to three drones and the Aircop state system for air control.

The Es-Alert system or mass alert system to the population in case of emergency will also be available, «which hopefully will not have to be used again this year, but it is an essential early warning tool to save lives,» emphasized the counselor.

Regarding cartography, the Andalusian Emergency Group (GREA), «which is a national reference in its applications in terms of prevention and response to emergencies,» as detailed by Sanz, has carried out a complete update of the circuit’s cartography, updating the names of the grandstands, parking lots, perimeter roads, and safe areas after the circuit renovations. The cartographic viewer is made available to all stakeholders, as it is the most useful tool for quick response. This work has also been supported with current orthophotos taken with EMA drones.

A total of 3,100 personnel will ensure the safety of the Grand Prix, of which 800 will be provided by the Andalusian government including Civil Protection, 112, GREA, the Unit of the National Police Attached to the Andalusian community, healthcare professionals, and Infoca. The rest are personnel from the State security forces and bodies, as well as municipal entities like Local Police, Firefighters, and other institutions such as the Red Cross.

Last year, 181,289 spectators attended the Angel Nieto circuit, the highest attendance of the decade at the circuit, while tourist spending was €14.3 million, 25% more than in 2023, an unprecedented figure. It is estimated that last year the Grand Prix attracted 42,000 tourists, representing an increase of 17% compared to the previous year’s edition.

This year, estimates point to around 488,000 movements over the three days of the Grand Prix (compared to 406,000 in 2024, therefore, a 16% increase in movements is expected). «Hopefully, we will once again validate the perfect formula we experienced last year: more audience, fewer emergencies», emphasized Antonio Sanz, who called on fans «to celebrate and enjoy safely and prudently, and always follow the advice of 112, so that the only protagonists are the races on the circuit, and, of course, that special atmosphere that is experienced every year in Jerez, making us unique in the world.»

Healthcare deployment

On the healthcare level, the Andalusian Health Service has prepared the Emergency Plan for External Disasters, in case its activation is necessary, as well as for the referral and assistance of injured pilots.

The counselor explained that the primary care centers in the area are being reinforced. Specifically, the Jerez Centro and Montealegre health centers will attend to the usual pathologies, while the La Milagrosa Health Center in Jerez will once again be a reference in the event of multiple victims.

Regarding the healthcare transport dependent on the Primary Care Emergency Services (SUAP), there will also be reinforcements in Jerez and in the neighboring towns of Sanlúcar, Rota, and Chipiona, given the influx of visitors. In the Sierra, in addition to the usual resources prepared at its bases, the Jedula base is being reinforced.

In the Bay of Cádiz, the Critical Care and Emergency Unit (DCCU) of El Puerto will be reinforced with a second team, as well as the fixed Emergency point, given that it attracts a large number of attendees to the Grand Prix. Additionally, the mobile teams of Puerto Real and Medina will be activated in case of any eventuality related to the Motorcycle World Championship.

From the Health service, inspections of fixed and mobile establishments will also be carried out. Up to 15 agents from the Health Protection Unit of the Jerez, Costa Noroeste, and Sierra Health Management Area will ensure, before and during the Grand Prix, the food safety of those who consume in both indoor and outdoor areas of the Circuit and, as a novelty this year, in the city of Jerez, where ‘food-truck’ areas will be set up.

Likewise, under the approval of the Comprehensive Surveillance and Control Program for Nile Fever Vectors 2025, technicians from the Health Management Area and the Jerez City Council will conduct a preliminary inspection before the Grand Prix in areas with a significant concentration of stagnant water around the Jerez Circuit.

The 061 Emergency Health Center will also mobilize a logistical support vehicle, capable of deploying a field hospital with more than 50 beds, also counting on land emergency teams, a medical helicopter, and an operation and command post at the circuit.

For this edition, and to improve traffic flow, the Ministry of Development, Territorial Articulation, and Housing has also carried out a series of actions to adapt access from the A-382 highway, as well as in the conditioning of the so-called Parking C.

Protection against forest fires

Regarding environmental protection, the EMA, through Infoca, will have a fire truck and an extinction group pre-alerted and available with seven components at the PMA. Additionally, two prevention and extinction groups, each with seven forest firefighters, will be deployed on routes near the circuit, along with two fire trucks at the Cedefo in Alcalá de los Gazules and another in Algodonales. As for air resources, a heavy helicopter, a superpuma model, will be available at the Cártama base, half an hour’s flight time away.

The security of all deployed personnel at the Command Post, once again, will be handled by the Attached Police Unit, where 112 and GREA personnel will coordinate on-site everything that happens inside and outside the circuit so that the celebration is the only focus.

At the event, the counselor was accompanied by the vice-counselor of the Presidency, Interior, Social Dialogue, and Administrative Simplification, Tomás Burgos; the Interior Secretary-General, David Gil, and the Junta de Andalucía delegate in Cádiz, Mercedes Colombo.
