Andalucía apuesta por estabilidad y diálogo ante caos y populismo, según Moreno.

The President of the Andalusian Government, Juanma Moreno, has stated that Andalusia is functioning because it has opted for political, institutional, and social stability, believes in dialogue as the best tool to resolve conflicts, Andalusians have regained confidence and collective ambition, and it has protected itself from chaos, populism, and mismanagement.

In this way, he has reiterated that the data and indicators support this, mentioning that the Andalusian economy has grown by 9.6% from 2029 to 2024, the region has been steadily reducing year-on-year unemployment for four years, and in the last twelve months, four out of every ten fewer unemployed people in Spain have been Andalusians.

Additionally, unemployment has decreased in all sectors, Andalusia has the highest number of Social Security affiliates in history, with over 3.5 million, the number of affiliates has increased by 242,000 in this legislative term, it has been leading in the number of self-employed individuals for four years, and has attracted more investment in the last six years than in any other period in its history, with 5.000 billion.

Moreno has emphasized the urgency of improving Andalusia’s funding, calling for a new funding model with an additional 4 billion euros annually for the Andalusian community, similar to what María Jesús Montero requested when she was Minister of Finance. He has also requested a transitional leveling fund to bring the worst-funded communities in line with the national average until the new funding model is established, and the 1.540 million euros owed to Andalusia for the update of advance payments to be paid once and for all.

 

Call for the ‘Activa-T Joven’ Program

During his intervention in the General Policy Debate on Andalusia in the Andalusian Parliament, he announced that in the third quarter, the ‘Activa-T Joven’ Program, with a budget of 90 million euros, will offer employment to around 8,000 unemployed young people under thirty. He also mentioned that work is underway on the ‘Impulsa-T’ Program, a shock plan for the province of Jaén in response to its high unemployment rates and to combat depopulation.

The Andalusian President stated that the Singular Training Projects have been activated, customized training programs tailored to the needs of a specific sector, which provide opportunities, especially for young people, to have a future job.

He also indicated that in the second quarter, courses will be called for where more than 20,000 people will be trained in the naval sector in Cádiz, in the aerospace industry, in jobs related to green hydrogen, and in the Army logistics base in Córdoba. «This Government will do everything possible to address the contradiction of having unemployed youth while companies are seeking workers.»

Transport infrastructure, an essential axis in the transformation of Andalusia

The President of the Junta has referred to the transport infrastructure, considering it an essential axis in the transformation of Andalusia, mentioning that key projects such as the Trambahía in Cádiz, the arrival of the Metro in Málaga city center, the start of works to extend to the New Hospital, the expansion of the Metro in Granada, currently under construction, as well as the North section of line 3 of the Seville Metro, the completion of the connection of the Almanzora Highway to the Mediterranean Highway A7 and the North Access Highway to Seville, the logistics area of the Antequera Dry Port, or the trams in Jaén and Alcalá de Guadaíra that are in progress have been unblocked.

He also mentioned other initiatives such as the expansion of the La Cartuja Stadium in Seville and the project to remodel and expand the La Rosaleda Stadium in Málaga.

Moreno regretted that Andalusia is the second-to-last region in budget execution by the State, with over thirty major rail infrastructure projects vital to connect the region still pending, including the Mediterranean and Atlantic railway corridors, the Zaragoza-Algeciras railway highway, the AVE to Huelva, or the Coastal Sun Train.

He also addressed the issue of housing and criticized the interventionist policies of the national government, which have worsened the problem, creating legal uncertainty and reducing the rental supply.

In this regard, he highlighted that the Andalusian Government has promoted over 13,000 VPOs between 2019 and 2024, four times more than in the previous six-year period, making it the region with the largest public housing stock in Spain, around 41% of the total. More than 1,600 young people have received guarantees to buy their first home through the Youth Housing Guarantee Program, and 250,000 Andalusians saved 460 million euros in tax deductions related to housing in 2024.

The Andalusian President noted that a Shock Plan to build 20,000 public housing units in the next five years was launched in February, and a new Housing Law will be presented to Parliament after the summer, aiming to increase supply and lower prices to facilitate access to housing for young people and Andalusian families.

Andalusia, a reference industrial hub

He emphasized that Andalusia is establishing itself as a reference industrial hub that attracts investments and ranks highly in specialized sectors such as agrotechnology, aerospace, chemical industry, and metallic mining.

He explained that the aerospace sector is crucial with 147 companies and 14,000 direct jobs, and Andalusia leads Spain in mineral production, being one of the largest producers in Europe, with 478 active mines and over 8,500 direct jobs. Out of the thirty-four raw materials classified as critical by the EU, twenty-two are found here.

He added that since 2021, the manufacturing industry in Andalusia has grown by 29%, attracting industrial investments worth over 16.300 billion euros, and industrial production is growing again in Andalusia above the national average. «These are indicators of a profound transformation and the solidity of a future project. The best is yet to come in Andalusia.»

Furthermore, he emphasized that Andalusia aspires to lead in green energy production, pointing out that in the last six years, energy investments have totaled 8.500 billion euros and have generated 25,000 jobs. «We have reached 14.5 GW of total capacity in renewables, and clean energy already represents 66% of the installed electrical power in Andalusia.»

He advocated for the need to improve Andalusia’s electrical transport network, which is 40% below the national average in density, to ensure the security and quality of supply and meet the demand of new industrial projects, requiring an investment of 544 million euros.

Regarding tourism, he mentioned that Andalusia is committed to quality, safe, and sustainable tourism, and explained that, as a result of collaboration with the National Police Unit in the community, the ‘TITAN’ group will start operating, strengthening tourism inspections to detect unregistered accommodations and non-compliance with regulations.

In terms of digitalization, he announced that the Junta will have an assistant based on generative Artificial Intelligence, called JuntaGPT, which is already partly active and will be progressively expanded. «We are the first Administration in Spain with a tool similar to the well-known ‘ChatGPT’ so that public employees can use it with all security and privacy guarantees.»

He also noted that the opening of the Andalusia Artificial Intelligence Center in Granada is scheduled for November, coordinating an investment of 36 million euros in Artificial Intelligence projects and the safe and ethical use of this technology.

Moreno also stated that work is underway for the first Andalusia Vehicle Renewal Plan next year, endowed with 10 million euros, through which grants of 2,000 euros will be provided to purchase vehicles with low emissions of any technology, complementing the State’s MOVES plan.

In terms of water policy, he emphasized that the National Government has 118 works of general interest in Andalusia pending, and the cut to the Tajo-Segura transfer will be a severe blow to the province of Almería, which already faces a critical water deficit situation. The transfer from Iznájar to the north of Málaga has not been authorized, nor have the works of the transfer to the Condado de Huelva approved by Law in 2018 been executed, whereas the Andalusian Government has mobilized nearly 2 billion euros in water policies from 2019 to the end of 2025.

He announced that . «After eight years of suspension, we will resume a project that will allow us to store 230 cubic hectometers of water and is strategic for the development of Huelva, the future of Doñana, and the Green Hydrogen Valley. Once again, we demonstrate our willingness to reach good agreements for Andalusia.»

In conclusion, he referred to the agreement reached on Gibraltar and praised the elimination of controls at the border for the thousands of Andalusians who cross back and forth daily to work, the commitment to environmental cooperation, and the creation of a cohesion mechanism and a commitment to equal conditions in terms of taxation and anti-money laundering. «It is a good starting point that should culminate in a future treaty between the EU and the UK regarding Gibraltar»:
