The Minister of Sustainability and Environment, Catalina García, has announced the award of the works for the construction of a new recycling center in the municipality of Chipiona in Cádiz. This project, with an investment of 483,191.96 euros (including VAT), will provide the community with a suitable facility for separate waste collection, promoting a more responsible and sustainable waste management.
The Minister emphasized that this action is «part of the Junta’s firm commitment to promoting modern and efficient infrastructure that facilitates recycling and encourages environmentally friendly habits.» The works will be carried out by ARPO Empresa Constructora SA, selected through the corresponding tender process, with a four-month execution period from the signing of the site survey report.
Catalina García explained that the contract includes the obligation to use recycled or valorized materials both in the artificial aggregate subbase and in the aggregate materials, which will help reduce the environmental footprint of the project. «We have opted for a project that is not only useful in its purpose but also exemplary in its execution,» she stated.
The Chipiona recycling center is part of the strategy implemented by the Junta through the Andalusian Recycling Centers Plan (PIRec 2030), launched in 2023, which envisions the creation of 12 facilities distributed throughout various provinces, such as Cádiz, Huelva, Jaén, Málaga, Granada, and Seville. This plan represents a total investment of seven million euros, co-financed with European funds from the FEADER Program.
García emphasized that «the Andalusian government has aimed to provide municipalities with the necessary tools to advance in selective waste collection and proper waste management.» In this regard, she recalled that one of the objectives of the Andalusian Waste Plan 2030 (PIRec 2030) is to ensure that all Andalusian municipalities with more than 2,000 inhabitants have a suitable network of facilities for the separation and treatment of household waste.
The PIRec 2030, approved by Decree 131/2021 on April 6, establishes a roadmap for waste management throughout Andalusia. Thus, the plan incorporates European guidelines on sustainability and promotes measures aimed at reducing waste generation, improving efficiency in collection, and increasing recycling and material reuse.
Likewise, the Minister of Sustainability pointed out that the construction of the Chipiona recycling center also aligns with the principles of Law 3/2023, of March 30, on Circular Economy in Andalusia, which represents a turning point in how resources and waste are addressed in the community. «This pioneering national legislation aims to transition to a more sustainable production model, minimizing environmental impact and promoting efficient use of natural resources,» she added.
Catalina García added that «investing in infrastructure like this is not just investing in public services but also in environmental education and the well-being of present and future generations.» In her view, the new Chipiona recycling center «reflects the willingness of this Department to work hand in hand with municipalities to achieve a cleaner, more aware Andalusia, better prepared to face the challenges of climate change.»
