26 entidades locales reciben ayudas de la Junta para la formación de empleados públicos

A total of 26 municipalities, councils, associations, and consortia have benefited this year from the grants awarded by the Andalusian Institute of Public Administration (IAAP), under the Ministry of Justice, Local Administration, and Civil Service, for the development of training plans for personnel serving local administrations.

In total, 2,928,047.42 euros have been distributed among seven councils, those of Almería, Cádiz, Córdoba, Huelva, Jaén, Málaga, and Seville, and nine municipalities in the capitals of Córdoba, Granada, and Málaga, the council of Armilla in Granada, the town of El Ejido in Almería, the towns of Dos Hermanas and Coria del Río in Seville, and the towns of Palos de la Frontera and Almonte in Huelva.

These grants have also reached the Andalusian Federation of Municipalities and Provinces (FAMP), the Consortium for the Development of Sierra Elvira Vega (Granada), and the associations of the regions of Cádiz of La Janda and Bahía de Cádiz, Islantilla (Huelva), and the regions of Granada of Alpujarra, Huéscar, Ribera Baja del Genil, Costra Tropical, and Alhama de Granada.

The grants have been distributed through a competitive process, taking into account criteria such as the total number of employees in the local entities and the level of execution of the grants received in the previous year. The amounts granted range from 732,011.85 euros allocated to training plans for FAMP to 5,937.73 euros received by the Consortium of Municipalities in the Alhama de Granada region.

With these grants, the Government demonstrates its commitment to the training of public employees, as they are key to providing the best service to the public. In this case, the Andalusian Government has collaborated with local administrations to offer courses to their professionals.

These training activities can be in-person or online, and general or specialized. The latter are aimed at personnel with a high-medium qualified profile or groups that, in the course of their professional activities, require skills that can only be learned practically, under the guidance or supervision of experts in the field, such as firefighters, police officers, gardeners, nursery school workers, and laboratory technicians.

The beneficiary administrations receive, at least, 25% of the granted funds in advance, to organize the activities, and can receive another 25% at the beginning of these. The remainder will be paid once the courses are completed and justified.

Since 2024, following a modification of the regulatory framework to streamline the procedures for these grants, entities can offer training activities to their staff throughout the year. This allows for the subsidization of courses that began before the grant award resolution, facilitating a better distribution of courses, without them being concentrated in the same time period while waiting for the resolution to be published.

Additionally, local entities can better align the content of the plans with the amount received, avoiding frequent subsequent modifications to reduce the initially approved training plans, reduce the amount of grants awarded, or even return funds.

The new regulation, which replaced the previous 2014 guidelines, provides a response to the demands raised by numerous municipalities in recent years, and is part of the Andalusian Government’s commitment to administrative simplification, also for municipalities.
